Translation

Under Me as the supervisor, the Prakrti produces the world of the moving and the non-moving things. Owing to this, O son of Kunti, the world revolves.

9.10Who actually creates?

“Under My presidency, Prakṛti gives birth to all that moves and does not move; by this cause, Arjuna, the world revolves.” Here is the careful answer. The Lord does not create by labouring, as a potter labours at the wheel; he presides, and under his mere presence Prakṛti does the work — as iron moves in the presence of a magnet that itself does nothing. “These actions do not bind Me, seated as one indifferent, unattached to them” (9.9). So creation belongs to Prakṛti, agency belongs to the guṇas, and the Self remains the changeless witness in whose light the whole play proceeds. This is why he can create endlessly and yet be the eternal non-doer.
