Translation

“The Lord dwells in the heart of all beings, Arjuna, whirling them all by His Māyā as though mounted on a machine (yantrārūḍhāni māyayā).” Near the end, the personal Lord of canto 15 reappears with a striking image: God seated in every heart, turning all creatures on the wheel of Prakṛti like figures on a revolving contrivance. It sounds, at first, like fatalism — are we mere puppets? But the very next verse gives the twist that makes it liberation, not fatalism.
