I cast forever those hateful, cruel, evil-doers in the worlds, the vilest of human beings, verily into the demonic classes.

ऐसे उन द्वेष करने वाले, क्रूरकर्मी और नराधमों को मैं संसार में बारम्बार (अजस्रम्) आसुरी योनियों में ही गिराता हूँ अर्थात् उत्पन्न करता हूँ।।

16.19What becomes of such people?

“These cruel haters, worst of men, I hurl perpetually into demonic wombs (āsurīṣv eva yoniṣu) in the rounds of rebirth.” The language is stern, but the mechanism is the impersonal law of 9.25, not a vindictive God. One is reborn according to what one has become; the demonically-inclined, having hardened into that nature, are reborn into conditions that express and continue it — “hurled” by their own accumulated tendency (the vāsanās carried like scent on the wind, 15.8). It is less a sentence passed by a judge than a trajectory followed by a falling stone. And even this is not final: the very next verses offer the exit.
